They are upbeat on the economy, downbeat on Obama.
Nearly two-thirds of this group predict that a recovery will begin in the next two years, making it much more optimistic than the two other groups that generally disapprove of Obama. Yet they give the president the lowest rating of any group, at 15%.
One reason behind that assessment: Only 3% say Obama "shares their values," much lower than in any other category. And no one in this group rates the ability to manage the government as the most important characteristic for a president; they chose moral values or policy positions instead. The only positive rating they give Obama is on handling Afghanistan.
This is the smallest group — 10% of the sample — and has many of the sort of voters on whom Republicans typically rely. It includes the highest percentages of men, of conservatives and of those who say religion plays an important part in their daily lives. It also has the oldest average age.
Bill Roberts, 63, is a disabled Vietnam vet who lives in Amarillo, Texas, with his wife, a registered nurse. The economic downturn prompted them to move from California and has forced them to "tighten our belts," he says. He predicts a slow recovery.
And Obama?
"He's had his chance and pretty well muffed the whole thing," Roberts says, ticking off examples of shortcomings he sees, from a health care "debacle" to slowness in responding to the foiled Christmas Day bomber. "Let's get real, Mr. President," he says with an edge. "Let's start protecting the people in the United States."
Roberts has three children, eight stepchildren and "30-ish" grandchildren. "I hope they're saving money" because of the price tag of Obama's programs, Roberts says. "They're going to be paying for that for a long, long, long, long time."
Judy Miller, of Berthoud, Colo., says, "President Obama has not accomplished everything he promised to do during his campaign; but I realize it takes some time."

Count them disappointed.
Most of those in this group, made up of nearly one in five Americans, say the economy is bad now and likely to get worse. They are inclined to hold Obama responsible: 100% of them chose the ability to manage the government as the issue on which a president should be judged.
His approval rating in this group is a dismal 20%.
Judy Miller, 67, of Berthoud, Colo., says she works as "director of first impressions" — that is, the receptionist — at an accounting firm. Obama as president hasn't delivered on her positive first impressions of him, she says: "My expectations were higher, absolutely. I don't see as much change as I thought would be coming."
The economic downturn hasn't had a big impact on her or her husband, but they have seen the impact in the empty storefronts in Berthoud, a town of 5,000 about 45 miles north of Denver. It was settled in the wake of the Colorado Gold Rush.
"The only parking lot I ever see that's full is the Wal-Mart; the economy has affected the small businesses more than the big box stores," she says. With Obama's election, "I thought it would possibly turn around a little faster than it is."
She voted for a third-party candidate — she can't remember quite whom — because she wanted more of a choice than the two major parties offered.
"I heard a lot of promises, and I know he can't fulfill them all in a short time," she says. "But I think he gave away a lot of money, and it always seems to be the middle class that suffers."
Trisha Vukodinovich says the president "has no control of that ridiculous Congress."
