US President Barack Obama on Monday ended a two-year ban on military trials for suspected terrorists detained at Guantanamo Bay in Cuba, and he suggested that Congress was harming national security by blocking attempts to allow some detainees to be tried in US civilian courts.

Obama issued an executive order to continue to hold some Guantanamo detainees who have not been charged, convicted or designated for transfer but are still deemed to be a threat, which means the Guantanamo detention camp will not be shut down any time soon, Reuters reported.

Obama said in a statement saying that "The actions will broaden our ability to bring terrorists to justice, provide oversight for our actions and ensure the humane treatment of detainees."

According to Fox News, Obama's move was backed by Republicans, who say the president has finally "seen the light" regarding the value of trying such detainees at the facility.

Ni Feng, deputy director of American studies at the Chinese Academy of Social Sciences, told the Global Times that "Obama's decision is aiming to win compromises from Republicans over the budget deficit and spending cuts."

Excepting the resumption of military tribunals, the executive order also recognizes the reality that some Guantanamo Bay detainees will remain in the custody of the US for years, if not for life. The new announcements allow them the prospect of successfully arguing their release in the future if they are deemed to no longer be a threat.

"I strongly believe that the US system of justice is a key part of our arsenal in the war against Al Qaeda and its affiliates, and we will continue to draw on all aspects of our justice system – including (federal) Article III Courts – to ensure that our security and our values are strengthened," Reuters quoted Obama as saying Monday.

Obama announced his review of detainee policy in early 2009 and vowed to close Guantanamo. His administration has since admitted that the closure will not happen any time soon, as it has had trouble moving the detainees elsewhere or convincing other countries to accept them.
 
"Looking at domestic politics, Obama decided to resume Guantanamo trials, but the executive order is contrary to the foreign policy of the US," Ni said.
